Heald, the Supreme Court case that paved the way for greater liberalization in wine shipments. Pre-Granholm, there were 26 states that allowed shipping. Now, almost two years later, there are only 34. Volume caps, requiring person-to-person transactions are among the barriers that remain and amount to distributors doing an “end run” around Granholm.
